Education form the basis of technological advancement, but basis education is the foundation of education career, for Improving national quality cultivate talents of all types and at all levels. IT has the foundation and origin of important role. In recent years, it has become an increasingly important strategy for countries across the world to develop and reform their educational systems and improve the education quality so as to participate in the international competition. Countries such as US, UK, JAPAN, SINGAPORE are depending their reforms of elementary educational curricula and have laid down new syllabi or new standards for elementary educational curricula. As standards documents and guidance on elementary education, curriculum standards mainly reflect the innovation educational ideas and educational situations of the countries concerned.Curriculum of its national language has always been a important component of curriculum reforms for every country. It is a very significant and urgent undertaking in the reform of the Chinese language education. From the perspective of students’ lifelong development writing ability is not only the students all-round development is extremely important constituent, is the healthy development of other skills. From the social demand for education to cultivate talents, writing teaching have great social value. Writing teaching to cultivate the students’ability to use the motherland language to express themselves, how to observe, the ability to collect information and ability to innovation, ull-time language courses compulsory standard" that "writing is a comprehensive reflection of the languageliteracy."In language teaching we must be oriented to all students toenable them to obtain basic language literacy, and cultivate their love for the language of motherland."Love the motherland language, the right attitude to understand and use the motherland language. Enrich their knowledge, the basic thinking and language ability, build character and personality."However,theinborn limitation and the general phenomenon of "high consume butlow effecf"haveready influenced the development of Chinese education. Firstly, the composition lack of true feelings and their experience, filled with lies and polite formula, Secondly, writing teaching has became petrification,guidance for students of composition are limited to traditional mode, The design of writing teaching evaluation quota should overcome such problems as breaking away from educational practice, and some education quota back ward.The success Japan has achieved in elementary education has been universally acknowledged. As is known to all, China and Japan belong to the same cultural circle of the Chinese characters and are profoundly related culturally and historically. Besides the similar educational tradition and the identical educational system, China and Japan even have launched the latest elementary educational curriculum form sat the same time and revised and published the new standards of language curriculum. Judging from what has been mentioned above, my thesis attempts to make a comparative study of the language curriculum standards between Japan and China in the stage of writing teaching.
