In2001our country executes the rural education management system of "mainly on county",the right of rural education management is Received by counties,Township government no longer want to set up a special education management institution.works about education of villages and towns are directly up to chief executive of villages and towns,The villages and towns can ask assistants or directors to assist chief executive to manage specific education affairs,And accept direction by the education administrative departments at the county level. Teaching business management of rural primary and secondary schools is changes by the rural community center school principal.This makes the main body of education management in our villages and towns level changed and institutional transformation is realized,Great changes have taken place in functions of township central school,which namely from just managing one school, up to now all of the business management and guidance of primary and secondary schools of the whole town.In fact, Since rural township center school management institutions have been in function,there are not only still many problems that aren’t straighten out and reflected in the rural education management system but faced with many new conflicts.Due to the implementation of family planning policy and rural population flow to the city,there is a sharp drop in school-age population in rural areas,New layout adjustment removes a large number of rural schools,which let center school as rural education management organization face many aspects of contradiction,such as funds, personnel, organization and business management efficiency,At the same time, rural teachers and local residents of villages and towns have complained about the management of central school.So finding some reasonable models of construction function of the rural villages and towns school in the new period can promote functions of the township center school effectively,has important practical significance.This is the functioning of schools in rural towns and effectively play center devoted to the study. The author of China’s rural education management system and its historical evolution of functional departments were combing the town center to the existing mode of operation of the school’s institutional functions and responsibilities are described, combined with my personal experience in the rural town centers to support education in the schools, the local status and problems of rural education management organization exists for a more in-depth investigation. Through field research, I learned that the current outstanding problems in rural schools in the town centers exist in the education management system, including:Center School does not regulate the functions of responsibility, leadership is not clear affiliation, agency personnel bloated central schools, primary education corruption, bureaucratic atmosphere prevails, Center School interference personnel, funding, autonomy rural Schools and other matters. I believe that the main causes of these problems are reflected in two aspects, one rural township education management system does not straighten out, the second is misplaced town center school right operational. Accordingly I have put forward in the management of basic education reform, rural township centers, schools have a clear responsibility to authority, streamline the organization personnel, standardized operation and strengthen internal supervision center schools; relationship belongs in town centers and primary and secondary schools, the town center schools should change their functions, reduce unnecessary administrative intervention, and effectively protect the relevant interests of the school, while the county education administrative departments should actively guide the market allocation of educational resources, a clear and rationalize administrative departments of education and primary school functions and relationships, so that school autonomy truly implement grassroots schools in order to promote the healthy development of rural education.
