Since70’s, the number of China’s floating population has continued to rise, the sixth census held in2010shows that the number of existing China’s floating population is approximately260millions. Huge number of children followed they parents came to cites brought new challenges to the education and management of the city. This is a thesis dwell of the compulsory education of the floating population in Rui’an city by analyzing the policies that the Rui’an City government issued and their actual effect. This paper is to provide a new ideal of improving the level of education management in Rui’an city, so that huge number of these children’s education demand can be better met.Based on the survey of educational management of the floating population in Rui’an city. With the combination of equity theory and human capital theory, by using interview research method, survey method and literature analysis, this paper provides a comprehensive analysis of current problems of Rui’an city’s education system and discussed how to improve the educational management of the floating population by looking at government, society, the floating population family and their children aspects.Firstly, co-ordinate urban and rural development, promote the reform of the household registration system, improve the system planning; Secondly, improve the school management system,optimize the allocation of education resources; Transform the government functions and responsibility; improve laws and regulations, strengthen enforcement; Finally, construct social linkage system, pay attention to the special nature of compulsory education.
