At present, China is in the transition period of social and economic double transition. Administrative ecosystems are subjected to internal and external shocks, administrative environment suffered historic changes. There are many adverse factors exit in the internal and external environment of administrative ecosystems. The existing administrative system, management functions and management methods can not be consistent with the present ecological environment which is unbalanced. With the deep development and promotion of the reform, this imbalance has intensified some contradictions which hide in the reform potentially, it affects social stability and harmony, the country’s long-term stability and the people’s peacefully living and working,"to strengthen the social construction and management and to promote social management systems innovation". The Fifth Plenum of the17th Central Committee of the Communist Party of China in2010clearly put forward to strengthen social management and innovate social management. The implementation of these measures has shown that we have realized the issue of administrative system imbalances.Ecological environment of China’s grassroots has occurred more profoundly in social reform. The environmental change requires basic administrative system to make full range and comprehensive reform objectively. The township government plays a huge role in building a socialist harmonious society and innovative social management. In order to achieve the township government functions effectively, so as to realize the dynamic balance between basic administrative system and the ecological environment. This thesis applies the analytic method of administrative ecological to analyze the current China’s township government administrative environment and social management dilemma based on example of the D county’s social innovation management, attempts to explore the township optimal path of social management innovation of D county, and thus to provide theoretical guidance and practical inspiration for the township government to strengthen and innovate social management.
