With the deepening of reform, China is in the key time of social transition confronting varies sharpening contradictions, enlarging conflict of interests and differentiating of social class. Public crisis representing by social sudden events have occurred frequently. Guizhou Weng'an Event, Hubei Shishou Event etc., have exposed certain serious problems in the governance of local government. It is an important task to reduce the harm of mass events to the society to a minimum by improving the government's ability of coping with them.Although scholars and government branches have studied how to better handle mass sudden events and the 17th CPC National Congress has also proposed the requirement of "perfecting emergency management system", the fact is that the mass sudden events are still occurring and got very serious in 2008 and 2009. What caused this? How to solve this problem from the perspective of public crisis management? What are the ways to solve this problem happening in the social transition period? This paper is to explore preliminarily on these problems.The structure of the paper is as follows:The introduction part is about the background, the purpose and the significance of the study. This part introduces the present state of mass sudden events domestically and internationally to determine the research direction and content of this study. The second chapter reviews on public crisis management system by presenting the concepts of crisis and crises management systematically and interpreting briefly the advanced theories on public crisis management. Chapter 3 summarizes the characteristics and causes of mass events in the social transition period. In the fourth chapter, the ways to solve the problem systematically are proposed from these aspects: the choosing of subjects to be disposed, constructing corresponding management mechanism and the principles to be followed. .
