Technical education is vocational education characterized by professionalism and technology-orientation. Unlike general education, teachers for technical education shall meet special requirements. However, teachers in technical schools nowadays are faced with two problems. Firstly, some of them focus on academic standards rather than hands-on ability. Therefore, professionals, namely graduates from institutes of higher learning are good at class-room teaching but lacking in hands-on ability to teach students practice in the workshops. Secondly, some of them are professional technicians from technological departments, with strong hands-on ability. But they fail to teach students effectively due to their poor teaching capability and expression. Consequently, technical schools find it difficult to recruit qualified teachers through open recruitment.At present, new employees of public institutions in Guangdong have been recruited through open recruitment, which has facilitated the selection of talents in technical schools and eliminated nepotism in public institutions. This paper has analyzed the recruitment of technical teachers in technical schools in Guangdong by raising questions, studying the questions and finding solutions so as to generate fair, just and scientific approaches to recruit qualified technical teachers.In this paper, I have chosen Guangdong Light Industry Senior Technical School as the case for research, and used the method of literature review, case analysis, questionnaire survey and in-depth interview. Based on summarizing the theories and concepts related to human resource recruitment, I have analyzed the development and problems of the open recruitment of the technical schools in Guangdong. Then, I give some suggestions for resolving the problems. As for the problems, firstly, in terms of laws, due to lack of laws defining the requirement of open recruitment, the open recruitment in technical schools has become arbitrary. Secondly, in terms of program design, the methods of examination are over-simple. Thirdly, in terms of implementation, the selecting and training of examiners are inadequate; and as well, the disclosure of recruitment information is not enough, which has led to ineffective recruitment.Based on the summary of open recruitment experience of technical schools in Guangdong, the paper has explored problems of existing open recruitment model and come up with some approaches for providing reference and support theoretically to a scientific and reasonable open recruitment system in technical schools in Guangdong, and suggestions and implications for the improvement of open recruitment system for technical schools and even the public institutions at large.
