Teachers'employment is to guarantee the quality of teachers. At present, the open recruitment for the primary and secondary school teachers has become the main form of recruitment. It matters whether the open recruitment can be carried out as well as possible and its advantages can be taken full of, which is the important link for the primary and secondary school to improve the teachers'team and improve the quality of education.It is the outcome of the reform of the education management system and the state personnel system. Compared with the previous assignment system, it has many advantages. But it appears in our country for a relatively short time, so there are many shortcomings, which is likely to have negative influence. At present there exist some problems due to both social reasons and the reasons of the management system. It is not designed perfectly. Meanwhile, the specific measures are far from the need in the actual work. Therefore, the relevant departments should consider improving the essential system. The author thinks that the work should be paid more attention to. First of all, perfect the employment procedure and increase its transparency. In addition, formulate and perfect relevant laws and policies. Besides, stick to the "survival" as the basic principles of the open recruitment. Last but not the least, further enhance the propaganda of the open recruitment.
