Hundred years’policy based on education; while the education policy based on teachers. A team of high-quality preschool teachers with reasonable structure and increasing professional standards is a key point to improve the quality of the preschool education, and also a guarantee of the long-term development. Along with the reform and opening-up and the economic development, the government adopted the "open" policy and encouraged social investment in preschool education in order to meet the growing requirements and develop the preschool education. In many places, the number of private kindergartens is far more than that of the public kindergartens. Preschool teachers working in private kindergartens account for principal parts of the preschool teaching force. Therefore, the quality of teachers working in private kindergartens is not only related to that of the private preschool education, but also to that of the overall preschool education in China. The research of the current situation of preschool teachers in private kindergartens is to find out the existing problems and contradictions and to seek for the effective resolutions, which is quite meaningful to the improvement of the quality of preschool teachers and the development of preschool education.The study selected13private kindergartens in Xi’an, issuing questionnaires to kindergarten teachers. Many methods, such as the literature survey method, questionnaire method, interview method, comparison method, etc., has been taken to make a deep investigation of the preschool teachers in Xi’an. Conclusions are as follows:1. The current situations of the structure, the quality, and the living condition of preschool teachers in private kindergartens are different, to various degrees, from the requirements of the current regulations and policies of the preschool teachers.2. The unreasonable structure of teaching force, the low professional quality, the low level of wages, the deficiencies of the welfare, etc are the prominent problems.3. The core reason for the problems in preschool teachers are the ownership identity management implemented by the government. The different ownership identity leads to the difference in their management policies, wages and welfares, developmental opportunities and social status owned by teachers in public and private kindergartens.4. Apart from the reason mentioned above, the immature management of the private kindergartens and the quality of preschool teachers are also the major causes.Based on the analysis of the problems and their causes, combining the actual situation of teachers working in private kindergartens in Xi’an, the author raised the reference proposals. To solve these problems entirely, the government should first break the barrier of the identity management system. All qualified preschool teachers should be brought into the scope of control. It is the responsibility of the government to promote industrial management and provide necessary institutional arrangements and management services.
