Model Study On Publicsports Service Regionally In China

With the convening of the Eighteenth National Congress of the Communist Party of China in a new era, fresh requirements have been put forward as the focus in the following period on the establishment of a service-oriented government, a government which should be functionally scientific, structurally optimized,morally efficient as well as public approving. With the public sports service being part of of public service, the promotion of it has become one key indicator to establish a service-oriented government. The conception of "Public Service" was first proposed by the French Public Law Academic Leon Duguit in1912and attracted widespread attention in the West. Since then, researchers combined Public Service and Management together, which led to the appearance of new public management theory, new public service theory and network governance theory. The relevant theory was also widely applied in the fields of public sports service. Different models of development thus emerged due to the different background theories. Chinese scholars have attached great significance to Public Service since the proposal of public service function in the Third Plenary Session of the Eleventh Central Committee of the Party. Late as it started, public service has always been a heated issue in academy, while the relevant research gradually grew mature. Our country is in the transitional period when the GDP per capita keeps between1000and3000dollars. Throughout those process developed nations has been through in public sports service, the public demand during transition is characterized as diversification in main body, complexity in structure, variety in demand. it remains a urgent problem how to handle those expanding public requirements together and how to establish a public sports service mode which adapts to our national condition.In this study, the use of literature, interviews, field visits and other research methods are applied to do research and analysis on the current situations of public sports service in Tongliang County.In this sample, the service is provided for free with investigation by the government. There are some factors which guarantee the smooth going of such government-only supplying mode.Firstly, the government spares no effort to provide material and human convenience along with spiritual support. Secondly, the basic venues as well as facilities are so well-designed that all these make it possible for citizens to play a part in public sports activities. Thirdly, the policy that every facility are meant to be free wipes out the ticket barriers. Fourthly, the combination of public sports service, ethnic traditional and regional-specialized project multiplied the efficiency of service. According to the successful experience of developing public sports service in Tongliang County, we may draw conclusions as follows. First, the government should play an active and leading role in carrying out the public sports service; Second, the advantage should be taken maximally in terms of limited resources in the development of public sports service. Third, the consistency of public sports service should be based on encouraging more to act actively. Four, the local custom and culture should be fully taken into consideration in the promotion of public sports service.
