Teaching and researching group is the primary organization for China’s primary and secondary school teachers to teach and research, the main platform to promote teachers’mutual communication, and is also the carrier to advance teachers’teaching, to realize teacher training and to enhance school’s teaching ability. However, many problems exist in the implementation of primary and secondary school teaching and researching group. As a practical pattern for schools’improvement and teachers’ development, professional learning community was born. Professional learning community integrate school development, teacher development and student development, transcending the traditional duality thought, providing new theory basis and organization paradigm for today’s education reform, thereby becoming the tendency of school reform. There exists strong logical association between professional learning community and teaching and researching group, and values of both have inherent consistence. From the perspective of professional learning community to research teaching and researching group transformation has possibilities and is proper. Professional learning community is the breakthrough of traditional leading style and traditional organization, showing a new distributed leading practice, advocating for enhancing professional development ability, improving student learning through teacher share, cooperative learning, shared leadership and shared practice, according to realize the deep transformation of school integral structure and culture. Professional learning community provides us with new research field and practice to rethink primary and secondary school teaching and researching group transformation and development.The purpose of this study is to investigate the construction of primary and secondary school teaching and researching group on the basis of professional learning community, and also to solve the actual dilemma of teaching and researching group’s construction and development from the perspective of professional learning community, through the innovation of teaching and researching group transformation strategies. To realize it, the study takes orders of the communication of theory analysis and practical research, and adopt the methods of questionnaire survey and interview.Firstly, from the historical height, and on the basis of comprehensive research on production and development of teaching and researching community, the study defines teaching and researching community from organization, quality and function, and clear the construction of teaching and researching community, analyzing the teaching research, teaching guidance, teacher training and political affairs operation function of teaching and researching group in the background of current curriculum reform.Secondly, from the perspective of history and values, this study review the development logic of professional learning group comprehensively, explore the connotation of professional learning group, clarify the internal values such as shared and supportive leadership, shared vision and value, cooperative learning and depersonal practice, and conscious investigation and improvement, and at the same time this study points out that the construction and development of professional learning group goes through initiation, implementation and institutionalization. On the basis of above, this study also elaborates the strong logical association between professional learning community and teaching and researching group, explore the possibilities and feasibilities to improve teaching and researching community transformation strategies through the theory and practice of professional learning group.Thirdly, by self-designed questionnaire and interview, this study investigates and analyzes the development state from organizational behavior, organizational system and knowledge management and other seven dimensions, and also analyzes the underlying causes of the nothingness of public spirit and deviation of values, the diffusion of isolationism and the decline of cooperative culture, the fading of contract system and the absence of responsibilities, the detachment of innovative spirit and the absence of development power from the perspective of professional learning group.Finally, in view of professional learning group theory and practice pattern, this study puts forward a framework which is constructed by the construction of self-managed teaching and researching community transformation implementation system, the building of responsibility-power matching teaching and researching shared power system, the practice of bench making teaching and researching community evaluation system, and the maintaining of joint and balance teaching and researching community transformation power system.
