According to the sixth national census of population results, there are85,020,000disabled persons in the whole nation, accounting for6.2%of the total population, there is atleast one disabled person among20people.By the end of2012, in the people aged18andover, illiteracy and only primary school education accounted for74.5%of the population withdisabilities, disabled persons are vulnerable groups of society by a huge number, because ofphysical disability, there is a significant obstacles in the fields of living learning and dailyworking. In addition,the mental health, misunderstandings and miscommunications is also amajor reason, result in disabled people’s labor skills and their employability is weak, what’smore disabled people’s living level is far lower than the average level of the whole society.The construction of harmonious society is closely related to the citizen’s quality, the keyto improve the quality of the citizens is education. The practice of special vocationaleducation is “equality, participation, sharing" modern civilization view on the disabled,starting from the most basic education level, improve and perfect the disabledpersons’vocational quality, is an important content of constructing the social service systemand security system; at the same time, it is a significant measure to fully exploit the disabledpeople’s potential, to guide the disabled person, to support themselves and to ensure thefamilies of disabled people living and working in peace.This paper, based on improve disabled people vocational quality and the survivaldevelop ability, I put forward to create a new training model of special education middleschool.Firstly, due to humanism&The concept of modern disabled civilization&disabledpersons recover education&social adaptation theory&compensation theory&thenormalization of life, I also fusion and inclusived the idea of education concept. To over all, Iput forward the theoretical foundation of cultivating talents and special education middleschool. Secondly, based on the survival of disabled people present situation and vocationaltalents training, I summarizes the characteristics of special education middle school andtraining rules, I also points out the existing problems, and the concrete measures to construct personnel training mode of special education middle school: to build a training system whichtarget to get quality oriented talents, according to market needs and disabilities students’physical and mental characteristics of specialty provision, to construct a curriculum modelguide by the vocational development oriented "project&module", establish a personality as astandard of "Attention to foundation and put emphasize on the capacity" create a scientificalso guarantee mechanism to training talents,then build a comprehensive, scientific talentsevaluation system, and from the following three aspects including the teachingImplementation, teaching staff,teaching resources, management system, I put forward theeffective strategies for special education middle school to training students. Finally, I made aanalysis of compound talents training in Shaanxi ZiQiang technical secondary schoolprovince as a case, and I concrete analysis on how to perfect the talent special educationmiddle school training mode, and how to play the role of education and recure, promotingall-round development for the recovery of the disabled.
