The external emergencies in education system,such as natural disasters especially earthquake can bring destruction strikes to education system.affecting the normal operation of the education system.All of them had became one of the major obstacles in achieving the EFA goals.The role of education in emergencies contribute to the ordering of society order can not be ignored.And this notion has been recognized by more and more experts and scholars around the world.Eduction plays an irreplaceable role in crisis management.Education in emergencies after earthquake is a systematic project,each stage facing different task.How to make each stage’s emergencies reconstruction work to be focused,noting the long-term,comprehensive care must be addressed.Stone hills serve to polish jade.Our country is a country of geological disasters.drawing on existing effective experiences of education system response to disasters contribute to our educational crisis management.In this thesis,the author chose the education in emergencies in NWFP&AJK in Pakistan after earthquake in2005to be object of study,explained mainly from the following tow parts:the first part is the introduction.The author investigated the necessity of eduction in emergencies based on the theory of EFA and Wuli Shili Renli System Approach,and combined with outstanding achievements at home and abroad as well as main areas of research,the author then determined the core issues and research ideas and research methods.The next part is the body of the paper,which was divided into seven chapters.The first chapter is the background of Pakistan’s education in emergencies.The author analyzed the impact of the earthquake and the NGO’s response. The second chapter to chapter IV is the main intervention strategies in earthquake emergency relief phase,early recovery phase and reconstruction phase.The main analysis is the task faced in the three stages and the strategies of the governments&NGOs.Chapter V is case studies.In this paper.two representative cases-Earthquake Response Programme&Rehabilitation of Education System in Earthquake Affected Areas of Pakistan Administered Kashmir, was chosen to analysis the phased strategies in-depth.Chapter VI is the evaluation of the phased strategies.The paper investigated the inventions from coordination,educational opportunities and learning environment,teachers and other educational personnel criterial based on the INEE minimum standards. Chapter VII is the summarized of the characteristics of Pakistan’s response strategies. The study found that the education in emergencies strategies in Pakistan after the earthquake showed the following characteristics:focus on timeliness features; emphasis on education and targeted reconstruction planning differences to ensure scientific; emphasis on fair and equitable to ensure inclusive; emphasis on community broad participation of members; emphasis on "soft component" building.
