Innovation is the power to promote the development of human society, while innovative consciousness is the key element and the source of human creativity. However, a systematic understanding of innovation has not been acquired until mid-20th century. Since then it has been successfully applied in different areas and people have gradually realized that the essence of talent competition is actually the competition of innovation. As long as a society has a high degree of innovative capability, it will be able to make progress continuously.As universities are key basis to cultivate students’innovative capabilities, they should shoulder this historical responsibility. It is of great significance to carry out a study on university students’innovative capabilities in Shaanxi while both the number of universities and students here are among the top list in China. Thus it has its practical value to carry out this study in Shaanxi.The study combines theory and practice together. Beginning with the concept of innovation, the study analyzes the connotations and features of innovation and thus raises the feasibility of the research. After a brief discussion of the current studies on the subject, the study carries out a survey among students in Xi’an Technological University through questionnaires and interviews and proposes new method to cultivate students’innovative capabilities.The paper first analyzes the concept of innovation and innovative consciousness, and discusses the basic elements and features of innovation. Then it deals with the significance of cultivating university students’innovative consciousness through both theoretical and practical levels. Concerning the real conditions in Shaanxi Province, conclusion has been made that it will be able to coordinate the technological and economic development and thus promote the whole education level in China. Questionnaires and interviews of both students and teachers are carried out to evaluate the current condition in universities in Shaanxi. Some misunderstandings and the problems in cultivating students’innovative capabilities have been found through the survey. Solutions have been proposed at the end of this paper.We hope that the conclusion found in this study can provide some theoretical support for university education decision makers.
