Graduate education is the core component of strategic decisions of building powerful higher education and innovation-oriented country, which is also an important carrier to train high-quality innovative talents. With the establishment of the market economic system and the deepening of higher education reform, in2006, China launched the Graduate Training Mechanism Reform. The core of the reform is to construct the science-oriented supervisor responsibility system and scientific research-subject-oriented supervisor funding system. With actions of the country, voices of the supervisors and expectations of the graduate students, the tutorial system reform is proceeding in full swing. However, the effectiveness of the reform mixed, causing a sustained and widespread concern, questioning and debate. This requires us to ponder what kind of difficulties research-oriented funding system will face, what causes these problems, and from which aspects we should do to improve the supervisor funding system in China.This paper dicusses the background and significance of the study, summarizes the research achievements at home and abroad, and analyzes the research ideas and methods of this article.The second part summarizes the basic concepts and theories need to be defined in this study. With two universities as a case, the author conducts a sample survey on graduate students in different majors using the method of questionnaire survey, and using the SPSS statistical software, deeply analyze two aspects-the situation of supervisor funding system and the relationship between supervisors and graduate students. The innovation said that funding system there exist significant differences between different professional instructors funding efforts in the implementation process, the teacher-student relationship needs to be improved, not enthusiastic tutor disadvantaged subjects and disciplines squeezed uneven development and other issues; the reason is that the reform by the constraints of operating costs, the impact of traditional culture, lack of reforms and institutional design subject unreasonable. Learning from experience and practice in the areas of supervisor funding system reform in domestic universities, the author collects the recent news reports about the relationship between supervisors and graduate students. Then,discuss complete the tutor funding system in three aspects of the government, universities and instructors. The government should increase the investment, develop the policy promoting the companies to fund the graduate students and improve the relevant laws and regulations in graduate students’training. Universities should complete the selection and assessment system of tutors, organize a cooperation model between internal and external university tutors and establish the grant funding to develop a diversity funding system of university tutors. In order to enhance the guidance of students in academic and lives, university tutors should continue to improve their standards.
