With the development of basic education and curriculum reform goes deeply, improve the professional quality of teachers has become the urgent need to achieve the new curriculum goal and ensure the quality of education and teaching. Teacher training is an effective way to improve the teachers’professional quality and to promote teachers’professional growth. The state pays much attention to the primary and secondary school teachers, especially the rural teachers in the Midwest since the implementation of "national training plan" in2010. How to evaluate the quality of teacher training and how to build an evaluation index system of teacher training, will have a certain guiding role.Although some scholars have begun to study the evaluation of teacher training, the research focuses on the field of pedagogy and management. The training teachers’background has been ignored. The professional growth of teachers cannot do without the subject itself. Therefore, this paper will be based on the existing research results, construct the evaluation index system of mathematics teachers’ training in the Midwest, combined with the essential features of mathematics, the growth law of mathematics teachers and the current professional development needs of rural backbone teachers.Research is based on the theory of mathematics teachers’professional development and put emphasis on the detection and orientation. Analyzing the factors influenced the quality and effectiveness in the implementation process of "national training plan" project, through a large number of literatures. Considering the evaluation index in two aspects that the training institutions and the trainees and in three links that training preparation, training implementation and follow-up. Then modified indexes according to the suggestions of trainees, the special-class teachers in mathematics, mathematical education experts, and teacher training experts. Finally the evaluation index system is established. Then check the consistency of evaluation indicator system to prove that it has good reliability. The evaluation system, pay attention to the diversification of the evaluation’s object, comprehensive assessment and the unity in "teaching","learning" and "do". It is comprehensive, extensive and targeted. But when to evaluation and how to reduce the influence of subjective factors of evaluation has yet to be further research.
