The national scholarship system for graduate students is the core policy of the graduate students award system and an important measure to innovate the revolution of graduate training mechanism.Since the system formally established and implemented in 2012,it has played a significant role in promoting the investment of scientific research of graduates.However,there is such a difference in training methods between the doctoral students of liberal arts and other doctoral students that the scientific research ability of the doctoral students of liberal arts is unable to show in the form of academic paper totally.The evaluation criteria of the national scholarship system for graduates are usually based on their academic achievements,which overlooks the implicit scientific research ability of doctoral students of liberal arts,leading to improving and stimulating their scientific research ability inefficiently,and other issues such as utilitarianism of academic research and false prosperity in academic achievements.Therefore,we should discuss the implementation performance of graduate students' national scholarship system,then perfect the system,and finally improve the incentive function for the doctoral students of liberal arts.The national scholarship system for graduate students aims to two policy objectives:first,it rewards outstanding graduates in scientific search and encourage them to continue to devote themselves to academic research in the future;second,it encourages graduate students to emulate those better than themselves to improve the scientific ability of the overall group of graduate students.The survey found that the national scholarship system for doctoral students of liberal arts didn't achieve its objects efficiently.There is few differences between doctoral of liberal arts who awarded thenational scholarship and those who fail to.And these are unmatched with the difference of the amount of the the national scholarship awards.The national scholarship system didn't achieve to a high degree goal,and the incentive effect for doctoral students of liberal arts who have not received the national scholarship is lower than those received,thus failing to stimulate the doctoral students of liberal arts to strive to improve their scientific research ability.Not a few doctoral students of liberal arts aren't satisfied with the the national scholarship system,especially in the system design dimension and those who didn't received one.The original purpose of system is designed for organizational development goals.The implementation and achievement of goals require policy to guarantee.System design and system implementation influences the realization of the goal of the system.In order to improve the incentive effects of the national scholarship system for doctoral students in liberal arts,improvements can be made at the national and university level.From the perspective of the nation,we should strengthen top-level design,set reasonable gradient of award amount,expand the scope of award,expand the autonomy of colleges and universities and loosen the control of the allocation of the award.Strengthen the incentive effect and restraint mechanism to stimulate the work enthusiasm of colleges and universities.From the perspective of colleges and universities,we should improve the execution of the system and the management system of the national scholarship system for doctoral students in liberal arts,take academic guidance as a core and formulate scientific and reasonable evaluation indicators,reform the evaluation system of tutors,mobilize the initiative of the participation of tutors,improve the follow-up evaluation system,and perfect the dynamic evaluation mechanism of the national scholarship system.
