It has been nearly11years since the reforms of self-determined admission system in China’s higher education institutions was officially launched. As a supplement to the college entrance examination system, the self-determined admission policies have caused a lot of concern since the beginning. The aims of the self-determined admission system are to explore and establish a comprehensive evaluation system, which is followed by selection of outstanding graduates with disciplinary expertise or innovative potential to enter the college. Self-determined admission system is improved a lot these years in order to make the college entrance examination system better and avoid the disadvantages it may bring about to some degree.The idea of self-determined admission system is.to give no cause for much criticism. But in the policy-implementation, practices deviation caused a series of problems. The most significant problem is the balance between equity and efficiency issues in the self-determined admission system. There is much research on self-determined admission system. Some scholars have questioned the procedural justice of the self-enrollment policy. Some scholars make the scientific demonstration about self-enrollment system. The others examine the internal mechanism of institutional change about the self-enrollment system. As a public policy, the self-determined admission system is carried out based on its inherent institutional logic. The process of the self-enrollment policy reform is slow as a whole. As a result, we may think whether we need to further rationalize the inherent institutional logic of the self-determined admission system or find out external factors which have led to the development and practice of self-determined admission policy bias.This study investigated the development of the self-determined admission system in our country from the point of view of public policy analysis. Through the deep analysis of the inherent self-enrollment system logic, we can make a comparison about the practical process. The study found that self-determined admission system policies in practice have the same problem with the college entrance examination system on the aspect of balancing equity and efficiency. The practice of policies makes feedback to public policy-making. As a result, the policy-making about the self-determined admission system gradually takes into account the reasonableness of the quality and the regional distribution of graduates.As a public policy, the self-determined admission system needs to achieve balance between scientific and political, between efficiency and responsiveness. This study tries to compare the system logic and policy practice and balance the dilemma about efficiency and equity in the system, and finally to explore the route to resolve the dilemma.
