Chinese University Foundation Governance Body Analysis

In recent years, China University Foundation becomes an important power to facilitate the development of higher education, as its number and size scales up continuously. However, statistics data shows that so far less than20percent of colleges and universities have foundations in China.This article gives analysis on the relationship between University Foundation’s governing bodies within the framework of public governance theory, points out that there is a positioning deviation between Foundation and its governing bodies-the government, society and the University. This deviation limits the development and execution capability of the Foundation, affects the donation passion of various social units, and causes the Foundation more depends on and becomes a subsidiary of the University.Based on the successful experience of foreign countries and China’s actual conditions, the author attempts to make a clear positioning of the relationship between the governing bodies of University Foundation, and clarifies the role, position, and effort of each governing body, to help the University Foundation step out from current dilemma and move on the healthy and express path. The thesis is divided into four parts.Part One:Introduction. The author first answers the reason to research the governing body of University Foundation, explains the origin, purpose, meaning, research status and research framework, and gives the definition on core concepts.Part Two:Theory basis. The author give the definition on public governance, discusses the product attributes of higher education, pave the theoretical ground for the subsequent analysis of governing bodies.Part Three:Facing difficulties. It reveals the issues and reasons restricting the development of Foundation University with real cases, leading to the analysis of the relationship between governing bodies in next section.Part Four:Analysis of the relationship between the University Foundation and its governing bodies. Utilizing the analytical framework of public governance theory, the author concludes that the Foundation and its governing bodies should establish an equality and mutual beneficial partnership, based on the analysis of the relationship of the governing bodies of the Foundation. Derived from the theoretical analysis, the author further discusses and suggests the future development of the relationship between the governing bodies.
