A Reflective Study On The Governance Theory In China University

The governance theory which rose in the 20 century 90's, has been a flourishing trend in just two decades, and has become a "significant science" in science of public management, with large numbers of related theories. Higher education management in our country also gave a positive response, looking for the useful theoretical resources and the value of policy reference, thus was born the concept of university governance and a series of theoretical propositions. Needless to say, the proposed university governance has opened to new ideas and kindled new hope for the reform of higher education management system. However, we find that more of our education researchers thought of the governance theory as self-evident default value, and cut the reality of our university management with it. That is most of the academic researchers regard the governance theory as venerable, but their criticism and reflection are rare. In fact, as an immature theory, governance theory itself has many defects, and its popular in our universities will face many obstacles and difficulties. If we don't understand its context, don't reveal the "hidden theme ", and don't clear the boundaries and scope of the theory, we will fail behind the halo of "University Governance". Therefore, this article focuses on the non-applicability of governance theory in our universities, and analyzes the dilemma which the theory is facing based on the actual situation of our universities, so that it can fade the unreal color of "University Governance".This article is divided into four chapters. Chapter I:Analysis of the limitations of the governance theory itself. With a theoretical origin of ultra-liberal and post-modernism, governance theory inherited their theory defects of anti-national and anti-government. From the point of political preference, governance theory has a strong ideological tendency. Using the hypothesis of "economic man", but the theory depends on a personal sense of responsibility and morality excessively; it is trying to achieve advantages of integration, but it is highly likely to result in "stacking comparative disadvantages in many fields", and result in a greater range of failure, which shows strong idealism of governance theory.Chapterâ…¡:Conditions of implementation of university governance are not sufficient. The implementation of university governance needs to meet the economic, political, social, cultural, and many other conditions. But from the macro environment, China's market economy is underdeveloped, the transformation of government functions is not enough, civil society is not yet mature, yet the concept of contract formation, which indicates a lack of macro conditions for university governance; from the micro environment, our university organizations remain in the control of government, higher education market has not yet formed, the development of university intermediary organizations is insufficient, and the traditional way of thinking deeply rooted, which suggests a lack of micro conditions.Chapter III:University governance in China will face many obstacles. From the difference in interest demands, as a loose consortium of university organization system has a variety of conflicts. University governance can do nothing for the coordination of the conflicts, leading to the "failure of collective action". Changes in the structure of university governance in China will produce path dependence on the initial ownership structure, the way of system changes, university traditional culture and the leadership behaviors'tend. In the role of self-reinforcing mechanism of path dependence, due to the potential impact of such genetic effects, the reform in university governance will become difficult.Chapter IV:University governance in China will fall into the multi-dimensional dilemma. Governance theory itself has many hidden contradictions, resulting in a lack of self-consistency of its internal logic, and these contradictions are fully exposed in the reality of our universities, leading the university governance into a series of troubles. To sum up, they are mainly reflected in these aspects:value rationality and instrumental rationality, "remove the center "and "meta-governance ", direct democracy and indirect democracy, bureaucracy and post-modern bureaucracy, legitimacy and accountability, feasibility and effectiveness. The vague and ambiguous interpretation of governance theory for these issues has exposed its side of empty and abstraction, which will lead the university governance into an extremely awkward position.Finally, there will be a comprehensive review of the article, including the author's basic view and conclusion, which indicates the basic position and attitude for the use of governance theory in our universities, as well as prospects for its future development.
