As the global economy and society develop faster and faster, corporate social responsibility (CSR) is given more emphasis by many companies and community. Being a social member, companies should give more attention to community impact as they pursue their economic profit. Corporations should be responsible not only for their shareholders, but also for their stakeholders.In the construction industry, corporate social responsibility (CSR) is increasingly valued as one factor that will contribute to business sustainable development. Construction enterprises typically develop CSR reports as one way to maintain a positive corporate image. There is a growing body of research which considers the effectiveness of CSR. However, understanding what CSR means to the construction industry, and how to practice it, is limited. This paper develops a framework for CSR indicators relevant to construction enterprises worldwide as a tool for CSR performance. CSR stakeholders are identified through literature review, and these stakeholders are mapped on construction process and corporation to represent stakeholders involved in construction enterprises. Based on stakeholder theory, CSR performance issues related to each stakeholder are developed to show key factors of CSR performance of construction companies, and the indicators are subsequently extracted to reveal specific contents included in these performance issues. The indicator system provides guidance for CSR implementation in the construction industry and enables construction enterprises to assess CSR performance scientifically, which in turn will assist the attainment of business sustainable development.In order to identify a series of CSR issues that reflect the major components of CSR, and to determine the perceived importance of these factors in the context of construction companies, a questionnaire survey was conducted to investigate the perceptions of CSR issues of Chinese construction companies, clients, design and engineering, and supervision firms. The study highlighted a number of factors for example,’quality and safety of construction’,’occupational health and safety’’supplier/partner relationship’were highly regarded, however their relative importance varied according to the type of responding organization. The findings indicated the major concerns of the different parties in construction projects, thereby providing a pathway for contractors to improve their performance. The priorities of various stakeholders described in this paper provide useful information for contractors in the selection and adoption of criteria for CSR performance. On the basis of the established CSR indicator system, a governance model is developed to help promote the CSR performance and the integration of business process and CSR values.
