With the further development of economic reform in China, Chinese enterprise have to face the great pressure from operation and growth mode. Meanwhile, the international economic environment is changing so rapidly, Chinese Small and medium enterprises (SMEs) are developing difficultly, because of Economic crisis abroad and fierce Domestic competition. So the human resource management system has to be promoted in order to beat other competitors. An effective human resource management system could provide the great support for the development of the enterprises, which become more and more important for the SMEs.Through the further research and explore, we found the key problem of the human resource management of SMEs in China is that there is no balance between the human resources planning based on strategy and employee career planning, which leads to the lower performance of enterprises and employee. So the author try to establish a relatively dynamic and scientific human resources management system based on employee career planning. We consider the employee career planning as the logical framework of system, and focused on keeping the balance between the human resources planning based on strategy and employee career planning, and then establish a relatively complete and scientific human resources management system model based on employee career planning. We will describe the details of system model from four parts, including recruitment, training, performance management, feedback and communication. We hope the efforts we have done could benefit the promotion of the human resources management system of SMEs in China.
