Since the 1990s, issues of agriculture, farmer and rural area have been increasingly prominent and become a bottle-neck constraining the development of our rural economy. In recent years, the Chinese Central Party have launched a series of benefiting-agriculture policies to improve the current economic status of China's rural areas, and do these benefiting-agriculture policies really benefit to the farmers? That is to say, what about the performance? If the performance is not optimistic, what are the influence factors?From the perspective of satisfaction, this paper has designed more complete and valid questionnaires by using the customer satisfaction index model. And based on extensive and field investigation to part of rural areas in some provinces of our country's major grain-producing areas, such as Hunan, Hubei, Jiangxi, Henan, Sichun and so on, this paper used the statistical datas of 1210 received valid questionnaires to measure the farmers'satisfaction to the implementing performance of benefiting-agriculture policies and made an empirical analysis of its performance from the angle of satisfaction. It showed that:On the part of a single policy, the performance of some policies are higher such as abolishing agricultural tax, exempting compulsory education fees,and some are lower such as agricultural training and rural micro-credit; Generally speaking, farmers'satisfaction to the implementing performance of the benefiting-agriculture policies is in the middle-low level at the present stage in our country. On the basis, the IPA analysis to the measured results of satisfaction also has been conducted in this paper. So it made the combinations of each three-level indicators and importance clear and provided theoretical supports for proposing specific policy recommendations. At the same time, this paper made an empirical analysis of factors affecting the the implementing performance of benefiting-agriculture policies by constructing ordered Multi-classification Logistic model. It showed that, the farmers'satisfaction of the implementing performance of benefiting-agriculture policies was mainly influenced by income levels, per capita cultivated land area and educational attainment. Thus, the study of this paper has a certain theoretical and practical significance, and provides a certain policy basis for the realization of our country's rural economy growing rapidly.
