Low-carbon economy is the inevitable choice to combat climate change,which based onlow power consumption, low pollution, low-emission is a new model of economicdevelopment. Agriculture as the basic industry of national economy, should also respondpositively to the requirements of a low carbon economy, and actively respond to thechallenges of global warming, and change the agricultural development in developinglow-carbon agriculture. China as the world’s largest developing country, the furtherdevelopment of agriculture is facing constraints of resource and environmental problems, sothe development of low-carbon agriculture is of great significance. Shaanxi Province, a majoragricultural province in China, is a model of the development of agriculture as the westernprovinces, Shaanxi Province to do the work of low-carbon agriculture is a long way to go.Shaanxi’s GDP from2005’s474.361billion yuan to2010’s1.012348trillion yuan, increasedrapidly. But the agricultural GDP in the total GDP’s proportion falled from2000’s26%to2009’s16%, Plummeting in the past decade shows the work of agriculture should be furtherenhanced. Shaanxi agricultural carbon emissions increase from negative growth of2000to19%growth in2009, indicating that the Shaanxi Agricultural Development rely on theexpense of the environment. therefore, Shaanxi development of low-carbon agriculture isdesperately needed. Development of low-carbon agriculture will require us to understand theassessing of the low-carbon agriculture, as well as its related factors, in order to facilitate theGovernment to make appropriate policy.This paper discusses the basic concept of low-carbon agriculture and the relationshipbetween agricultural greenhouse gas emissions and agricultural development, showing thedifference between low-carbon agriculture and other agricultural model. From the presentsituation of Shaanxi low-carbon agricultural development and using SWOT analysis, thispaper builds the measurement index system of the low-carbon agricultural development inShaanxi Province,and uses factor analysis method to set the weight of index system. Thispaper applies regression analysis to find the significant influence factors.Shaanxi Province low-carbon agricultural development status evaluation score decreased and then increased from2000to2009, the overall trend is upward, indicating that thelow-carbon agricultural development of Shaanxi has been ups and downs, overall is rising.The regression analysis showed that the significant impact factors of low-carbon agriculturaldevelopment in Shaanxi Province is government financial input in agriculture、the GDP ofagriculture、rural per capita net income、agricultural land area, and other factors. In addition,this paper makes a systematic analysis of the problems faced by the low-carbon agriculturaldevelopment of Shaanxi. Adhering to the "efficient, high-quality, high-yielding"、 thedevelopment of ecological agriculture、organic agriculture and Cycle of agriculture, we shouldactively develop low-carbon agriculture, change the agricultural development, and realize theidea of sustainable development of agriculture.
