Effects Of OFDI Reversal Technique Spillovers On Chinese Corporations

With the development economic globalization, the developing countries are aware of thebenefits brought from OFDI. On the one hand, the developing countries could elevate thenational core-competitiveness by direct investment on some advanced technologies ofdeveloped countries; on the other, developing countries could fill the gap in its high-techindustry by taking advantage of foreign advanced technologies. OFDI technologies could notonly upgrade national relative industries via a shortened development cycle of new products;but optimize enterprises’ management and the quality of their staff as well. Therefore,Chinese enterprises participates actively in foreign investment plays an important role as oneof the most effective means to keep their international competitiveness.OFDI technologies allow domestic enterprises to pick up more foreign advancedtechnologies; to fasten their technology acquisition speed; strengthen technology acquisitionefficiency and enhance technology control ability. From the perspective of action mechanism,ODFI technologies play important roles to promote the capacity of investment oninternational technologies on the levels of enterprises (including investment and distribution,imitation mechanism, mechanism of personnel flow, mechanism of platform utilization),industries (such as retrospective effect, prospective effect and bystander effect) and country(involving demonstration effect and competitive effect). As to the elements that affect OFDIreverse technology spillover effect, all of the following play a role, i.e. the entry of OFDI,personnel capital of enterprises, technology capacity and research investment, geographicaldistance of technology investor, personnel capital of the investor, the level of intellectualproperty protection, developmental environment, the level of OFDI personnel localization, theeconomic development of investor and market competitiveness.From the perspective of technology transfer mechanism, the article analyzes personnelresources and technological resources of enterprises and national economic developmentduring technological transfer, through relative empirical test research, the article puts forwarda suggestion on the policy of direct investment on reversal technology acquisition. Ourenterprises may take the analysis and research as reference during foreign direct investmenton reverse technology spillover and again, the article allow our government to introduce thetechnologies and experiences due to foreign investment better on domestic production, meanwhile the research may also help to form policy guidelines to improve the effect ofOFDI technology transfer.
