Research On Reverse Technology Spillover Effect Of China’s OFDI

Innovation is the engine of development,and an important factor to determine a country’s international competitiveness and status.In today’s world,with the rapidly development of the level of science and technology and the vagaries of international competition pattern,innovation as a competitive weapon is becoming more and more important.With the process of globalization,improve the innovative capacity of a country depends on the combined effect of the two channels of domestic and abroad.One is the own independent research and development,and another one is the absorption and re-innovation of the international technology spillover.In recent years,with the implementation of the relevant planning of "going out",the OFDI of enterprises of our country have become increasingly frequent,what’s the effects of OFDI on domestic social and economic development,and how to utilize the foreign direct investment to enhance the ability of technological innovation,to promote domestic industrial structure upgrade and economic development,which has caused heated debate.Therefore,I’ll analyze the reverse technology spillover effect of china’s OFDI based on the perspective of domestic innovation ability.First,this paper summarized our country’s OFDI development process and characteristics,and found that in the past 30 years,China’s OFDI have achieved development rapidly in the investment scale,location and fields,but there are also some ingrained problems,for example,its distribution is unbalanced,most are located in the two major regions of Asia and Latin America;and the significant regional differences of OFDI,the eastern region was significantly higher than that in central and western regions.This paper analysis the effect of OFDI’s reverse technology spillover on the innovation ability of our country,found that the influence of the former on the latter is a gradual process.In this process also mixed with many factors,including both from multinational enterprises themselves,the home country,and the host nation.Therefore,this paper from these three main aspects summarized the factors.The further empirical analysis shows that although the ascension of innovation ability of our country at the present stage is still mainly rely on domestic R&D capital,but the OFDI’s reverse technology spillover can also improve our country’s innovation ability,and the conduction process of technology spillovers exist a certain delay.Besides,investment to the countries which have higher R&D spending that produce stronger role in promote innovation.Thus,we propose a new conjecture,whether because of the investment to those country which has higher R&D capital is low,so depress the OFDI’s reverse technology spillover effect on the overall level of domestic innovation capacity.In the future,if we want to better use the "going out" strategy to improve the ability of innovation,should notice two points.First,increase the investment to those countries or industries which has higher R&D capital.Second,srengthen the digestion,absorption and re-innovation ability on OFDI’s reverse technology overflow.As for this,the article from the two aspects of country and enterprise proposed some policies and suggestions.
