Of all the world’s federal states Russia has the world’s highest number of administrative units. There are8federal districts,5of which are in European part (Central, North Western, Volga, Southern and Caucasaus) and3(Ural, Siberian and Far Eastern)in the Asian part of the country. Each federal region can be further divided into some of the following administrative units: autonomous republics, provinces (oblast), territories (krai), autonomous oblasts for ethnic minorities and federal cities. The Russian Federation consists of21republics,49provinces (oblast),6territories (krai),1autonomous oblast and2federal cities. Oblasts and krais in total contain10autonomous ethnic ditricts (okrug).The constitution of the Russian Federation considers all the above units of equal legal status.The problem of socioeconomic development of the regions is the problem of the strategy of socioeconomic development of the whole country. A prerequisite to balanced development of the regions is the overall stability of economy, healthcare and higher education at the national level. Each region’s socioeconomic development is affected by specific factors such as ethnic composition and, in cases of some regions, by security problems.Russia is a country endowed with vast territory and abundant natural resources. However there is great difference between the regions in their economic base and natural resources, which, in turn, influence economic productivity as well as administrative organization of the regions.Chinese-Russian economic cooperation is affected by both differences in speed of socioeconomic development between Russian regions and their distance from the Russia-China border. This is best illustrated by the large difference in the extent of trade and economic cooperation with China between Eastern and Western Russia.
