Heat and power cogeneration has become a technology trend of the efficient use of coal with a broad application prospect in the future. It can not only bring economic benefits to the enterprise, but also effectively reduce the impact of fossil fuels on the environment and help the implementation of national sustainable development strategies. Heat and power cogeneration project will save a lot of energy, reduce land use and improve the safety and reliability of electric and heat supply in the future. Given the positive trend of development, summarizing and refining the relevant experience of heat and power cogeneration project from design to construction and operation will be beneficial to the development of cogeneration industry, improving the technology level, management level and economic benefits, and promoting the development of the national cogeneration projects. Therefore, this study focuses on the post-evaluate of heat and power cogeneration based on life-cycle theory in order to get a reasonable cogeneration post evaluation index system and a scientific comprehensive evaluation method, in further to evaluate projects effectively, which will give some guidance to the construction and operation of heat and power projects.Firstly, this research studied the theory of life cycle assessment. Combining the basic characteristics of heat and power cogeneration, life-cycle post evaluation stage was divided in three stages:decision-making and design stage, construction phase and operation stage, constructing a framework for the whole life cycle index system. Secondly, a relatively clear and reasonable evaluation index system of the cogeneration project was established, consists of two-level indicators of three stages. Then the weights of secondary-level indicators were determined using AHP method, laying the foundation for the comprehensive evaluation.Then in the process of post-evaluate of heat and power cogeneration projects, a reasonable index system and a scientific evaluation method are very important. Based on traditional evaluation methods, this study described the basic principles of the evaluation method selection. Combined with the power industry standard management mode, the method of Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is more appropriate. This method can better meet the needs of the cogeneration project evaluation, which can not only calculate the results of the whole project, but also calculate the results of different stages of the project, reflecting the overall situation and the stages situation. It will be helpful to give the guidance of this kind of project.Finally, in order to prove the feasibility and rationality of the life-cycle evaluation method, a case study of H heat and power cogeneration project was demonstrated applying the weight determination method of AHP and the comprehensive evaluation method of TOPSIS. According to the results, the pros and cons of each stage were pointed out and analyzed. Finally, countermeasures and suggestions were proposed, meanwhile achieving the research objectives of this study.From national perspective, this study is able to master the investment and decision effects which can guide the planning and approval of the power plant. From enterprise prespective, this research can help policy makers understand the condition of design, construction and operation phases to rich experience and achieve fine management.
