The Study Of Scientific And Technological Policy—Supporting System To Develop The Low—Carbon In Yunnan Province

Low-carbon development derives from the western countries, well social, economical and environmental benefits have been obtained in these countries by this way. This method is a strategic choice to deal with the problems between development and environment for all the countries of the word, including China, is an inevitable requirement for sustainable development of human. It’s a long, gradual and slow process, we have to be based on the specific conditions and development situation of our country, deal with the relationship between development, environment and energy as best as we can, deal with the problem between the national strategy and international interests as best as we can, and finally find a way which is mostly suitable for our country to develop our own low carbon economics by our try, constant exploration and practice. As one of the first low-carbon pilot provinces, Yunnan face many challenges, considering above, research on how to start from the actual situation of Yunnan province, borrow ideas from developed countries and make a feasible technology policy, to promote low-carbon to the deepening of the development is becoming a very important issue that needs to be conquered in low carbon development of Yunnan province.This paper firstly analyzed the concept and architecture of technology policy and the necessary of make it, close relations of mutual promotion, interplay between low carbon and technology policy, while expounding the concept, connotation and history of low carbon development; then introduced the technology policy support experiences of promoting low carbon development in some main developed countries such as England, Japan and America etc., and revelation for Yunnan province to establish its own technology policy support; and then analyzed foundation status, superiority and challenge of low carbon development in Yunnan province, indicate the target and emphasis of development; and great significance of low carbon development for Yunnan province; at last, this paper analyzed the current situation of technology policy support system using for promoting low-carbon development of Yunnan province, proposed science policy support system, technology policy support system, technological innovation policy support system, laws and regulations support system, to construct and improve the technology policy support system of low-carbon development of Yunnan province.
