A Study On The Selection Of Key Fields For The Development Of Science And Technology Service Industry During The "13th Five - Year Plan" In Yunnan Province

In the background of global economic integration, industries are refined and fused continuously. Then, Science and Technology Service industry is formed, as a new one. In western developed countries, service industry which is dominated by science and technology is booming. Due to the late start, Technology services are in the initial stage in China. Yunnan Province, as an important strategic fulcrum of along-border opening, with the gradual implementation of strategies of Bridgehead and the Belt and Road, is increasing the demands of science and technology. While, the development is slow. Meanwhile, the contraction is prominent between the lack of scientific and technological transformation and innovational conversion ability. Accordingly, facing with the dual situations of opportunities and challenges, it’s time to speeding up the study of Technology services in Yunnan Province. However, Technology services cover a wide range, and kinds of resources are relatively limited in Yunnan Province. So it is particularly important to select and prioritize the domains which have a demonstration effect.Firstly, based on the relevant research results at home and abroad, this paper defined the concept of science and technology-related services. Secondly, the effectiveness and problems were summarized in the period of 12th Five-Year Plan in Yunnan Province. Furthermore on the basis of conducting field research as well as expert advice, this paper established the Key Selection Index System in Science and Technology Services which including the factors of potential for economic development, industrial competitiveness, production factors, Scientific and technological innovation and the degree of social recognition. And the author selected the Analytic Network Process as analytical method for evaluating the twelve proposed development areas of science and technology services in Yunnan province on the period of 13th Five-Year Plan for Economic and Social Development. And this paper used Super Decisions software for calculation and analysis. Eventually, based on the result of selecting process, we chose five priority domains which were R&D Design Services, Pioneering Supporting, Scientific and Technological Achievements into Service, Technology Service Outsourcing, Science and Technology Financial Services. And put forward the countermeasures and suggestions to promote the development of science and technology service industry in Yunnan province. Doing all these are hoped for providing a theoretical basis and reference for the further development of science and technology services.
