| The State Council has started the new endowment insurance system for rural residents since2009.The new endowment insurance system for rural residents combines with the individual payment,collective allowance with the government subsidy. Furthermore, the state central finance will give thesubsidy to the local finance, which will directly distribute to rural residents. The Seventeenth PartyCongress has set new goals to establish the social security system of China, that is, establish a socialsecurity system covering both urban and rural residents by2020.This paper uses both theory analysis and spot investigation, study Shengzhou new endowmentinsurance system establishment. Presents a specific solutions and suggestions through borrowing thesuccessful experiences from other polit projectThere are six chapters in this paper. The first chapter is an introduction part, which introduces theresearch purposes and meanings, presents the domestic and foreign researches, as well as theframework and methods of the research. The second chapter provides the development histroy ofChina’s endowment insurance system for rural residents. The third chapter mainly deals with thegeneral situation and features of the new endowment insurance system for rural residents. The forthchapter analyze the current situation of Shengzhou’s new endowment insurance system for ruralresidents. The Fifth chapter introduces the difficulties and problems in the establishment of newendowment insurance system for rural residents. The last chapter puts forward the proposals.The original point of this paper lies in the fact that it provides the experience and points outproblems in Shengzhou District case, and then puts forward solutions and suggestions. |
