The Research Of Carbon Emissions Economic Cost In Hebei Province

In recent years, with the vigorous development of economy in Hebei province,environmental problems become more and more serious at the same time; the increase ofcarbon emissions has great impact on people’s healthy life. The problem needed to solveurgently is how to realize carbon reduction target with minimal economic cost of carbonemissions and environmental pollution. Firstly, calculate carbon dioxide emissionsaccording to the carbon emissions. Then it comes to the calculation of land area requiredfor solid carbon. Thirdly it will be the accounting of carbon emissions economic cost inHebei province. Further, it is grey correlation analysis to the factors influencing on Hebeiprovince’s carbon emissions based on grey prediction theories and regression analysis inorder to predict carbon emissions of the Hebei province in2011-2020and on this basis,some policies and suggestions will be put forward.First of all, it is concerned with the elaboration on carbon emission cost theory,mainly including the research background, research significance of carbon emissions, theresearch status quo on economic costs of carbon emissions at home and abroad. This papermainly introduces the concept of carbon emission cost, opportunity cost and ecologicalfootprint, several methods about accounting carbon emissions and the urgency andnecessity of the economic costs in carbon emissions.Secondly, analyze the energy consumption situation in Hebei province. It willaccount carbon emission according to the consumption of three main fossil fuels like coal,oil, natural gas and carbon emissions coefficient of all kinds of energy. By using themethod of ecological footprint, land area required for solid carbon will be calculated fromthe perspective of opportunity cost. According to the land use hypothesis, the opportunitycost can be accounted to further figure out the cost of carbon emissions in Hebei province.In reference to the analysis results, the existing problems and inadequate points about thecarbon emissions in Hebei province will be proposed.Then, it comes to the calculation of correlation degree among influenced factors incarbon emission of Hebei province by the method of grey correlation. The direction tomake efforts of carbon reduction in Hebei in the future days will be determined combining with the correlation analysis. On the basis of reference for cost calculation method alreadyexisted, the new accounting method on carbon economic cost is put forward andimproved.Finally, under the background of the economic growth by7%in Hebei provinceshowed in the "twelfth five-year" plan, the prediction to carbon emissions of the Hebeiprovince in2011-2020will be carried out by the use of grey forecasting theories andregression analysis, on the basis of which, the policies and suggestions about governingand reducing the carbon emission will be introduced according to the actual situation ofHebei province.
