We are now in a time when society is developing fast and people’s life pace is gettingquicker. The21st century is going toward the direction of promising experience economy.With increasing popularity and variety of tourism activities, the personalized needs oftourists and the pursuit of experienced feeling is becoming more and more important.Tourism uses culture as a medium, and culture forms a spiritual core of tourism. How willthe cultural tourism resources be exploited successfully in modern society is a usefulresearch project. Kaifeng city, the capital of seven dynasties, has a long history andabundant cultural tourism resources. To take advantage of the resources on the basis ofexperience economy and improve its tourism attractiveness is of much realistic meaning tothe development of local tourism.At first, the paper reviews domestic and foreign research related experience economyand cultural tourism, determines the research range and emphasis. Then the basic conceptsinvolved in the article are defined, the related theory is summarized. It is the theoreticalbasis for the following. Then by using the analytic hierarchy process and fuzzycomprehensive evaluation method to evaluate the cultural resources of Kaifeng, and makean objective analysis of the results of the evaluation. Through visiting some scenic spots infield and questionnaire investigation to collect information and survey data. Then thepaper summarizes the existing cultural tourism development mode of Kaifeng andproblems in the cultural tourism products. Finally, the author uses experience-orienteddevelopment mode of tourism resources as a focus, and proposes development objectives,principles, patterns, concrete steps and development strategy of Kaifeng cultural tourismresources from the perspective of experience economy. The paper emphasizes on creatinghigh-quality tourism products by the rational use of resources, and designing differentproducts. At the same time, tourists increasing demand for challenge should be concernedin the travel activities. In addition, the pursuit of cultural authenticity must be persisted toimprove the quality of tourism experience. To eliminate negative experience, the tourismenvironment should be improved. In a word, many ways will be used to bring high-quality travel experience for tourists.
