Policy Transformation Performance Evaluation Research Of National Economic And Technological Development

In the country’s economic development, China’s economic and technologicaldevelopment zones have become more and more important, and they have become themain trend of world economic development. The economic and technologicaldevelopment zones in China have been set up for more than20years with brilliantachievements. Development zones attract a large of multinational companies, expand thecountry’s opening to the outside world successfully. The development zones have madebrilliant achievements, meanwhile, they gradually becoming new integrated region from asimple manufacturing area. At this point, some aspects of the original policy no longeradapted to the sustainable development of the development Zone inevitably. Therefore,under the premise of the new policy and development zones of their own developmentobjective, it is of great importance to do some research about laws of economic andtechnological development policy transformation and performance evaluation.This article focused on inspection of China’s economic and technologicaldevelopment zones in the current development situation, based on the study of the theoryof the Qinhuangdao economic and technological development zone, do the research onpolicy transformation performance evaluation, and make recommendations accordingly.In this paper, it used total-sub-total structure, first of all, it pointed out the researchbackground, policy transformation and research methods of development zone; next, itintroduced the research status both home and abroad; then it analyzed the policy status andpolicy transformation of the national economic and technological development zone,pointed out that the development zone of China can learn from the overseas developmentzone about policy transformation; thus, it used the analytic hierarchy process, building thepolicy evaluation index system and evaluation model; Finally, it used Qinhuangdaodevelopment zone as an example, pointed out the direction for the future development ofthe development zone, meanwhile, it also made some recommendations accordingly.
