Economic and Technological Development Zones have played a window, radiation, model and leading role in the opening up, attracting foreign investment, reforming, improving technology, promoting the adjustment of regional economic and industrial structure and so on . Weihai Economic and Technological Development Zone has become the main force of export and foreign investment, with its rapid economic growth, significant technological progress, good benefits and institutional advantages. The main reason for success is its unique policies on attracting foreign investment, that is, a series of incentive policies on taxation, land, services. But the policies of attracting foreign investment are not the only situation for success. Existing empirical studies show that it is gradually weakening.
