Study Based On The DEA Method Of Heilongjiang Urban Land Using Efficiency

Land resource is one of the essential resources in the social life of human. With the development of economic and the improvement of science and technology, the demand for land resource is increasing. However, development of urban community bid solely relies on the growth of land in expansion pattern is a reality, and the development can not sustainable. It is a difficult problem to use existing urban land resources rationally and efficiently, because Land is non-renewable resource. Heilongjiang Province, as a province with high level of urbanization in China, the urban land carries more population and socio-economic activities. on the one hand, the contradiction gets more and more acute because the extremely urgent demand for land resource; On the other hand, the efficiency of using urban land is low, and the phenomenon is serious with the waste of land and many idle lands. Therefore, the systematic study of efficiency of land use in Heilongjiang Province will give policy-makers a clearer understanding of the situation of the urban land-use efficiency. And the result of the research will help the policy-makers to formulate appropriate policies and regulations to constantly improved the efficiency urban land use of Heilongjiang Province.The paper starts from the theoretical framework and analyze the research methods of urban land use efficiency. Then, the paper analyzes the status of land use of Heilongjiang Province, which from three angles such an the overview of land resources, the level of urbanization and the structure and scale of the urban land. The research found that there are many problems in the land use process and proposed the need to study the efficiency of urban land use in Heilongjiang Province. According the features of Heilongjiang Province, the paper constructs a index system to study the efficiency of urban land use. The paper uses DEA method to study the efficiency of land use in12cities in Heilongjiang Province, which from2005to2010. The research found that the efficiency of urban land use in Heilongjiang Province has gradually increased and in the space angle it is similarity in the overall level. After the evaluation from the DEA method, the paper tests the correlation of many factors to find out the main factors in Heilongjiang Province. Finally, according to the empirical findings from the third and fourth chapter, the paper comes up policy suggestions to improve the efficiency of urban land use in Heilongjiang Province and provides theoretical basis for managers.
