Land,which is a valuable asset of human society,is essential resources and material foundation for human survival and development.China is currently in the stage of rapid development of industrialization and urbanization,socio-economic development's demand for land resources is constant and growing,as a result,man-land relationship will be more strained.Industrialization is the motive force of the economic growth and urbanization.Industrial land occupies a larger proportion in the construction land,newly increased industrial land is the main component of newly-increased construction land in many areas,therefore the enhance the efficiency of industrial land scale plays a vital role for saving and intensive use of land.Taking China's 6 main economic zones as study targets and counties in these economic zones as investigation units.The scale efficiency of industrial land from 2003 to 2012 was measured and evaluated using DEA method in separated economic zone.Thus total situation of efficiency of industrial land in main economic zones was revealed.Regional difference of land scale efficiency among these cities and economic zones was analyzed.And then optimum scale of land efficiency in each city was obtained using analysis of efficiency loss.Adjustment advices for each input factor in each city were calculated.Finally regression analysis for influence factors of land scale efficiency was performed using Tobit model.The study found that though there has been a general improvement,the land scale efficiency is still at a low level,which shows the land scale is way beyond the rational level.In those industrialized cities,when total industrial output value decreased,the land scale efficiency decreased and then went up.This trend shows that reasonable allocation of land and other input factors is beneficial to the increase of land scale efficiency.In those underdevelopment cities,there's an inverse relation between total industrial value and land scale efficiency,which shows underdevelopment cities have more reasonable land input.The excessive input of other factors than land is the main reason for the inefficiency of land scale in most cities.Trying to make efficiencies at optimum level,all input factors must be adjusted.At the end,corresponding strategic advices were proposed.This study shows that efficiency evaluation for industrial land based on DEA along with Tobit model is valid and efficient,not only to evaluate land scale efficiency,pure technology efficiency and total scale efficiency,but also to analyses influence factors in a deeper level.Evaluation model and procedure designed in this study were valid and could be used in the efficiency evaluation for similar industrial region.
