The Study Of Urban Land Utilization Efficiency And Evaluation

The process of our country currently enters into a stepped-up development period. Chinese urbanization issue and American high-tech have already become the main two theme influencing 21st century. Urbanization must take land as its carrier. Land plays an important role. No matter population gather and adjustment of industrial structure or infrastructure construction, all depend on the reconfiguration of land resource. Our urban land utilization faces flinty surroundings which are rare in other country in the world. On the one hand, our country currently stands in a stepped-up development period of industrialization and urbanization, and urban land expansion is the necessary need of developing economy and improving people's living level. On the other hand, the cultivated land resource that urban expansion will inevitably occupy is extremely rare and invaluable.The realistic situation of our country demands that we should use land efficiently. Land utilization efficiency is the core of land efficient utilization. In economic field, efficiency is used to reflect the effect of resources collocation and economic activities. It can indicate the realization degree of resources or labor value. Extending this meaning, urban land utilization efficiency can be used as the measurement index for weighing land utilization level.Urban land utilization is a complicated social systems engineering which each other in many aspects interact. This dissertation tries to probe into the mode of urban land efficient utilization from the point of view of multi-disciplinary incorporating urban economics, urban land geography, theory of sustainable development and urban land ecology etc. with the research of urban land intensified utilization and upbuilds the frame of land utilization efficiency evaluation according to the definition of connotation about urban land utilization efficiency. At the same time on the basis of theory analysis, this dissertation adopts the method that quantitative analysis combines with qualitative analysis and demonstration analysis method, and makes this subject research with more practicability.The contents and achievement of this dissertation are mainly as follows:(1)Define the connotation about urban land utilization efficiency. Consider urban land utilization efficiency as the influences that urban land quantity distribution puts on the devotion-output ratio of economic, social and cultural activities of the whole city and the function and result generated by the influences that urban land quantity distribution puts on city environment. It should embody the unification of economic efficiency, social efficiency and environmental efficiency.(2)Discuss the mode of the spatial structure of our urban land utilization combining with present condition of our urban land utilization. The result shows that big cities should mainly adopt the multiple nuclei mode to develop. Setting up the multiple nuclei mode is helpful to urban land efficient utilization. Small and Medium-Sized Cities commonly adopt the concentric-round mode.(3)Based on the analyses of design principle of urban land utilization evaluation index system, this paper puts forward the core contents and hiberarchy of evaluation system corresponding to urban land utilization efficiency system from the point of view of system theory; sets up the evaluation index system suitable for urban land utilization efficiency from the aspects of resources and environment, economic and social factors. This paper calculates the weights of each index by improved entropy method, and then obtains the land utilization efficiency values of each city in Shandong peninsular urban agglomeration by linear weighting method, obtains the land utilization coordination values of each city in Shandong peninsular urban agglomeration with coordination model, and sets up the comprehensive evaluation framework of land utilization efficiency.(4)Regarding Shandong peninsular urban agglomeration as study example, this dissertation analyzes the urban land utilization of Shandong peninsular urban agglomeration by the comprehensive evaluation framework of land utilization efficiency constructed. It shows that urban land utilization of Qingdao and Weihai are at high efficiency and coordinated level, urban land utilization of Jinan is at moderate efficiency and coordinated level, urban land utilization of Dongying and Rizhao are at moderate efficiency and basic coordinated level, urban land utilization of Yantai and Weifang are at low efficiency and coordinated level, and urban land utilization of Zibo is at low efficiency and basic coordinated level.
