The development of new rural reconstruction of the provincial governments isbeing placed in imposing array. The concept of “new countryside” was oncementioned in all kinds of policy documents many times. However, the meaning of“new countryside” is actually difficult to define and the main content of new ruralreconstruction is not specific. However, a great deal of funding needs and prospectsfor future cooperation of rural financial markets promote commercial banks launchingloan business of new rural construction projects, which is in a beginning period andrisk evaluation system in line with its characteristics has not yet formed.This paper used the general theory of risk management.It started with thedefinition of new countryside and new rural construction project loan, revealed thefeatures of the new rural construction projects, combined with universal methods ofrecognizing project financing risk and recognized assorted risk factors in the newrural construction project. This paper sorted risk factors according to their impact ofthe overall project risk level and completed the construction of the risk evaluationindex system on the basis of the risk analysis using the analytic hierarchy process(AHP) theory. This paper analyzed the conclusion of risk identification and riskevaluation index by case, which achieved the purpose of combination of theory andpractice and guiding application effectively. Combined with the results of the riskidentification and risk evaluation index system, in the process of loans, the paper usedthe general methods of risk prevention and made recommendations for risk preventionin order to control risk from risk sensation and risk assessment.
