Housing security is an important component of the social security system. SinceChina’s reform and opening up,Chinese housing system said goodbye to the era ofwelfare housing distribution system, gradually transform from planned allocation to themarket-oriented housing system. Especially in2003, the state puts real estate industry asa pillar industry of national economic development, the real estate industry usher in arapid development. Under the guidance of the government and the release of the marketdemands,the pace of the real estate market is accelerating, and plays an important rolein promoting national economic growth and meets the housing needs of residents, butbecause of the blindness of market regulation, leads to the development of China’s realestate industry gradually deviated from the normal track, housing price growing too fast,the market speculation, resulting in the housing needs of a large number of low-incomegroups can not be guaranteed, the social contradiction is very prominent.Therefore, to solve the housing problems for most low-income residents, theChinese government gradually established the multi-level housing security systemmainly contains affordable housing, low-rent housing, public rental housing, limitedcommercial housing, shanty towns transformation, etc. Hope to ensure the basichousing needs of people, and to cool the real estate market at the same time, but fromthe effects of China’s low-income housing policy, with little success. In view of this, thispaper aims to study the effect of affordable housing to the commercial housing market,to find out the theoretical and practical basis of from it and discover the real reason forour low-income housing policy failure, hope that it can provide certain reference for theconstruction of low-income housing system in china.This paper mainly analyzes the influence of indemnificatory apartment oncommercial housing market from five aspects. Firstly, this article gives a detailedintroduction about the object of study, the policy backgrounds, purpose, andsignificance, finds out the starting point. Secondly, through the study of the historicaldevelopment of low-income housing system in China, clears the development processof China’s low-income housing policy, and makes intensive analysis of China’s currentlow-income housing system. Thirdly, uses the related theory to find out the influencemechanism between the two markets from the point of economics and real estateeconomics, and lays the theoretical foundation for the empirical study. Finally, with the construction of affordable housing in China as the basis, uses economic models toanalyze the relationship between the two, and puts forward the corresponding policyrecommendations for the construction of China’s low-income housing in the future.
