Research On The Selection And Cultivation Model Of Strategic Emerging Industries In Chongqing

After the world economic crisis, Chongqing vigorously promotes the rapiddevelopment of its high-tech industries, in order to explore a new round of driving forceof economic growth, and seize the leading position of China’s economic, scientific andtechnological progress. Strategic emerging industries refer to a type of industry withleading science and technologies as the power source of industrial development, withgreen and sustainable economy as the advancing direction of industrial development, andhave a good industry market prospect, greatly promote economic and social development,and significantly adjust existing industrial structure. The growth potential of regionalstrategic emerging industries reflects the development prospect and overall strength ofregional economy, and is the primary driving force of future growth of regional economy.There are mainly three cultivation approaches: improve the scientific and technologicallevel of traditional industries by making Chongqing’s traditional industries “high-tech”,and improve the overall competitiveness of industries; greatly meet China’s and the city’sactual requirements of strategic emerging industries, and enhance industrialcompetitiveness and technological innovation; actively meet China’s industrial strategicand emerging development requirements, and enhance the overall industrial strength ofChongqing from all aspects.This paper sorts and quotes relevant theories of industrial development, and builds aselection and evaluation system for Chongqing’s strategic emerging industries frommultiple aspects namely “industrial matching degree”,“industrial leading degree” and“industrial R&D level”. Also, this paper uses analytic hierarchy process (AHP) methodto measure and evaluate the subjective weight of selection indicators, and uses entropymethod to measure and evaluate the objective weight of selection indicators, and thusdetermines the complex weight of all selection indicators. Finally, it determines themeasured values of all indicators by fuzzy comprehensive evaluation method, and obtainsa comprehensive evaluation table of Chongqing’s strategic emerging industries, to matchthe optimum cultivation approaches with each type of industry.This paper mainly discusses and studies from the following four aspects: firstly,makes theoretical analysis of the selection and evaluation system and cultivationapproaches of Chongqing’s strategic emerging industries; secondly, establishes acomprehensive selection and evaluation system for local emerging industries from multiple aspects namely “industrial matching degree”,“industrial leading degree” and“industrial R&D level”, in order to know the development condition and cultivationdirection of the city’s strategic emerging industries currently; thirdly, constructs specificapplicable approaches for different types of local industries, and provides new ideas forChongqing Municipal People’s Government; fourthly, demonstrates the evaluationsystem, and tests the pertinence and operability of selection and evaluation system andcultivation approaches proposed in this paper with research objects of sample data ofseven types of emerging industries which are vigorously cultivated in Chongqingcurrently. Theoretical sorting and model design in this paper provide new perspectivesand specific solutions for the development decisions of new industries in Chongqing.
