A Research On Cultivation Of Strategic Emerging Industries In Hubei Province

In China, the problem of restructuring and upgrading industries has always been a commonplace economic problem. From a global perspective, the major economies have introduced a large number of policies for supporting emerging industries, in order to seize the dominant position of the future industry competitiveness. For our country, the development of strategic emerging industries is imperative. Although domestic and foreign scholars had done a lot of research about strategic emerging industries from different levels and perspectives, the research about how to cultivate strategic emerging industries for specific areas is not so much.In this paper, basing on the theories of regional economic, industrial economics and management, following the principle of systematic, scientific and practical, using the research methods of qualitative and quantitative analysis, theoretical research and empirical analysis, taking Hubei Province as a particular object to research, related issues about strategic emerging industries are explored and researched. This research enriched the theory of industry innovation system, and provided a reference of industry regulation for Hubei Province.This paper is divided into five parts:The first part includes Chapter one. First, the purpose and significance of this study is elaborated. Second, the research status is reviewed from the definition, formation, selection, growth and policy of strategic emerging industries. At last, content, research methods and technology roadmap of this paper is introduced.The second part includes Chapter two and Chapter three. The second Chapter introduced principle of cultivation, development mechanism and growing dynamic of strategic emerging industries. The third Chapter analyzed the foundation of cultivating strategic emerging industries in Hubei Province which include resource advantages, location advantages, industry advantages, and the scale of industry, innovation system, scientific and technological strength, the external environment.The third part includes Chapter four. The strategic emerging industries which should be developed in Hubei Province are elected by considering the characteristics of strategic emerging industries, basing on the theories of industry selection, designing the evaluation index system for the selection of strategic emerging industries, using the methods of Grey Relational Analysis and Data Envelopment Analysis.The fourth part includes Chapter five, Chapter six and Chapter seven. In Chapter five, four models for cultivating strategic emerging industries are designed which include the power model, the organization model, the cluster model, the stage model. In Chapter six, two paths for cultivating strategic emerging industries are put forward which include the point-line-surface path and the surface-line-point path. In Chapter seven, the policies for cultivating strategic emerging industries are summarized which include technology policy, organization policy, funding policy and talents policy.The fifth part includes Chapter eight. This part summarized the contents and views of the full text and looked forward to the research prospects.
