Great efforts to develop low-carbon economy have become an important meansfor the world to reduce greenhouse gas emissions. The low-carbon technologies is thecore of the low-carboneconomic development, and technological progress is thefundamental conditions to promote the development of low-carbon economy, showingthat low-carbon technologies is the inevitable choice of China’s economic low-carbon,sustainable development. Based on the understanding, this paper hasstudied the statusof China’s low-carbon economic development, technological progress, carbonemissions, energy efficiency calculation. Firstly, thispaper summated the present studyon the subject at home and abroad, andproposedthe ideas and content of this study.Meanwhile, this paper has defined and elaborated on the key points of technologicalprogress, carbon productivity and energy efficiencyand its calculation method. Moreimportantly, from the theoretical analysis of technological progress on CarbonEmissions in China so as to build the framework of this study.Secondly, on the basis of defining the technological progress and carbonproductivity, this paper has calculated technological progress by state-space model,calculatedthe carbon emissions and carbon productivity of China’s industrial energyby emissions coefficient method. And this paper has made empirical analysis on therelationship among technological progress and carbon emissions, carbon productivity.On the one hand, analysis the association degreebetween technological progress andcarbon productivity by gray relational systems model, for grasping the close ties overally. On the other hand, this paper aims to test the dynamic relationship betweentechnological progress and carbon productivity in order to reveal the relationshipbased on the time sequence methods.Again, technological progress has a positive improvement in energy efficiencyand the rebound effect, which is an important means of reducing carbon emissionreduction. This paper argues that the impact of technological progress on energyefficiency isindirect pathway for reducing carbon emissions. Order to morescientifically analysis the relationship between technological progress and energyefficiency, this paper based on DEA model estimated the level of technologicalprogress and energy efficiency evaluation, and analysis technological progress actingon energy forward improvement and its rebound effectwith application of ARDL model and CD production function.Finally, on the basis of emphasizing on the importance technological progress toimprove energy efficiency and reduce carbon emissions, this paper put forward threeresponse measures to improve China’s technological progress and low-carboneconomy, namely: focusing on the research and applications on carbon capture andstorage technology, energy-saving technology, pay close attention to the progress ofclean energy technologies international trends, while actively involved in the researchand development of clean energy technologies, also focusing on R&D talent reserveand training.
