The paper constructs a trans-log cost function model of embedded technology progress,and the energy included in the elements.Based on the equation of the total cost equation and the equation of the factor share of 28 panel data of China's manufacturing industry during the period of 2001-2013,the system was estimated by the seemingly unrelated regression(SUR)method.Under the influence of factor substitution,the paper explores the energy bias of technological progress of different sources(R&D and FDI)in China and its economic effects,in other words,studying on the effect of technological progress on energy intensity.At the same time,the manufacturing industry is divided into light and heavy two industries for comparative analysis:First,there is a big difference between the different sources of technological progress in different departments.In the heavy industry sector,the technical progress from R&D is mainly energy biased in the comparison of the two elements.In the light of the industrial sector is mainly manifested in the labor bias.And as for as the entire manufacturing industry,mainly for the labor bias.The spillover effect of FDI shows the energy bias in the heavy industry sector,mainly in the light industrial sector as the capital bias,but also for the entire manufacturing industry,mainly for the energy bias.Second,the overall impact of different sources of technological progress onenergy is consistent in different industrial sectors.Generally speaking,the technological progress of different sources is energy saving.Besides,the technological progress from R&D is the use of energy.Third,the effects of different sources of technological progress on energy intensity mainly depends on the energy biased technological progress.The energy bias of technological progress can reduce the energy intensity by increasing the energy efficiency as the substitution relationship among the elements.At the same time,the research shows the light industry sector is also a key sector of energy conservation and emission reduction,which plays an important role in reducing energy intensity.
