Energy is one of the most important material resources of the survival and development for human society, But the increasing energy scarcity and environmental pollution caused by energy consumption have become the significant obstacles to economic and social development, under such circumstances, improving energy efficiency has become various countries and regions’ only way to get rid of the the plight in energy shortage and environmental pollution, and where transformation key point of regional economic growth mode is located.Along with the accelerating process of industrialization, the industrial energy consumption also has been on a secular rapid growth, the bottlenecks of energy and environmental constraints will become increasingly close to their bottom line of bearing.Meantime, the functioning and development of current economic system has its own certain rigidity, simultaneously technological progress is the only factor which is dynamic and ongoing during energy efficiency promotion, and its expansion roomage can not be explicitly qualified, has gradually become a primary breakthrough point for the energy efficiency study.Consequently, this article mainly focus on the relationship between technological progress and energy efficiency to conduct the research.Against the background above, through sorting out the theories that are related to energy efficiency and its influencing factors, the author summarized the present research status so as to select total factor energy efficiency-with the consideration of environmental factors-as the evaluation methods of energy efficiency, combined with the analysis on energy consumption of autonomous regions industries during the year period from2001to2010, utilizing Data Envelopment Analysis as the core tool to evaluate the Total Factor Energy Efficiency of industry both in general and in internal various, and eventually extracted the benchmarking industries of energy utilization;subsequently, the author employed Malmquist Index Decomposition Method to study the changes status in energy efficiency, and decomposed the total factor productivity into the technological progress, the pure technical efficiency and the scale efficiency in further;comes out Technological Progress is the major motivations that lead to the changes in energy efficiency; hereafter, engrafted the Tobit Model Analysis, from the perspective of technological progress selected five indicators-R&D investment, the regime of property rights, the average scale of industry, the Industry concentration, the standard of openness-did a regression analysis to the main influencing factors energy efficiency, obtained the direction of influence and the role of extent that relevant factors Impose on energy efficiency, analyzed the reasons for the impact;ultimately, based on research conclusions above, the author put forward the recommendations for improvement of energy efficiency.
