High performance work systems (HWPS) which is consisted of selective staffing, a focuson training, employee empowerment and performance-based pay has been widely accepted in thewest. Because of high power distance culture, the enterprises in our country are generally usedhigh centralization. The effectiveness of HWPS in the enterprises of our country still has dispute.This study provides the exploratory perspective to clarify the relationship among HWPS,barycenter of corporate power and organizational effectiveness by the empirical study, indicatingthe direction of the human resource practices in the enterprises of our country.The study carries on the literature review of HPWS, barycenter of corporate power andorganizational effectiveness. Then build research model and put forward the hypothesis based onthe literature review. With the help of the proved effective scales in oversea research, make upthe questionnaire of this study. Using a questionnaire survey to collect344valid questionnairesresponds, analysis the date by using the ANOVA, correlation analysis and regression analysis.The study gets the following conclusions: firstly, the degree of Power distribution in differentindustries and different system of ownership enterprises is significantly different. The degree ofpower distribution and barycenter of corporate power of High and new technology enterprise aresignificantly lower than other enterprises. The degree of Power distribution of state-ownedenterprises is significantly higher than private enterprises and the foreign capital enterprise.Recruitment and training practices in state-owned enterprises and the foreign capital enterpriseare significantly different with other types of enterprises. Secondly, HPWS and organizationaleffectiveness are significant positive correlation. Selective staffing, employee empowerment andperformance-based pay have a significant influence on organizational effectiveness. The negativemoderating effect of the barycenter of corporate power on relationship between HPWS andorganizational effectiveness is also tested.Selective staffing, employee empowerment and performance-based pay practices in HWPScan significantly improve the organizational effectiveness of our country enterprise. Differentpractice has different contribution to the organizational effectiveness. The enterprise shouldconsider the contribution of different practice before making the investment decision of human resource practice. The appropriate centralization is conducive to the relationship of HWPS andorganizational effectiveness.
