Research On Financing Difficulties And Countermeasures Of Small ESCO

The energy and resources has become the bottleneck which restraints development of our country’s economic and society. To save energy and reduce emission, our country has promulgated lots of laws and regulations, which expedites the energy service industry. It has obtained the fast development in the recent years. However, in the initial developing period, the energy service industry has many difficulties to gain the fund which is necessary in its developing process, as a result of its own reason and the policy environment limit. Financing problem has become the important factor restricting the development of energy service industry. This paper has studied the main financing way which the energy service industry development uses in the developed country, such as Europe, America and so on. It is carried on the analysis to the usability of these ways in our country, and proposed that financing lease is a suitable way for energy service enterprise in our current country. By taking the case of Corporation A, the effect of financing lease used in energy conserving project is carried on the analysis. The Corporation A’s case indicated that, financing lease as a kind of way which has few limit to energy service enterprise, not only solves the financing problem of the energy service company, but also brings about more financing service for the finance leasing company. The energy service enterprise, the customer, and the finance leasing company realized to win altogether. In view of the small energy service enterprise’s financing problems, this paper also puts forward the proposal of countermeasure, from the energy service enterprise, the government department, and the financial organization separately.
