Resource-exhausted City Affordable Housing System Research

Fifties of the last century, a large number of resource-based cities were set by thesuccessful exploration of the large mining. The establishment and improvement of anaffordable housing system is not only related to the improvement of the housingproblems of low-income groups in the city, but also closely related to a sustainabledevelopment of the city. Affected by the "first production, then life" thinking, theresource-exhausted cities have a large number of low-income group and manygovernment financial difficulties, especially in the subsidence area and shantytownsarea. The development and implementation of affordable housing policy is alsoexploring, it is necessary to combine the actual situation of the resource-exhausted citiesto improve the security of housing system.Firstly, this article explores the concept of resource-exhausted cities, defines itsscope, that is the transformation of the coal resource-exhausted cities.After acomprehensive analysis of resource-exhausted cities housing situation, this articleunderstands the resource-exhausted cities urgency and necessity of housing security.Inthe context of the development of Chinese housing security, this article elaborates thepractical experience of housing security at home and abroad, analysis the feature ofresource-exhausted cities. Combined with these difference and contact, this articlepresents the elements of the housing security system which is according toresource-exhausted cities. After combing the theory and practice of the housing security,this article explores the principles, the implementation phase and the thoughts on theconstruction of the entire system. On this basis, this article tries to build a housingsecurity system for these resource-exhausted cities. This system has four parts,including a supply planning system, a capital management system, a rent and exitmentsystem, a support system. Finally, this article proposes two innovative ideas to solve thecapital and land problems in order to enrich and improve the housing security theory, toimprove the security of housing construction for resource-exhausted cities.
