A Research On Replacing Old Growth Drivers With New Ones In Resource Exhausted Cities

China's economic development has entered a new level.With the reduction of resources and the constraints of environmental protection,China' s economic development has to be transformed by the development model of high investment,high energy consumption,high pollution,and high overdraft.It must be cultivated through continuous innovation and technological research and development.Develop new driving forces,transform and upgrade traditional driving forces,realize "replace old growth drivers with new ones",and finally achieve the goal of sustained and stable economic development.A resource-exhausted city refers to a city where the development of mineral resources has entered the last stages,and its cumulative mining have reached more than 70%of the recoverable reserves.The problem of resource exhausted city transformation is a the key issue that has been experienced or is being experienced in the economic and social development of all countries in the world.In 2008,2009,and 2011,China identified 69 resource-exhausted cities(counties and districts)in three batches.X city in Shandong Province was the third batch of resource-exhausted cities in our country.The problems of resource depletion and oversupplies in existing industries are the double problems that our country's resource-exhausted cities are facing at the same time.These two factors block the economic transformation of resource-exhausted cities and limit the implementation of replace old growth drivers with new ones.However,the Replace old growth drivers with new ones in resource-exhausted cities is not simply a replacement of traditional old industries with new driving industries to solve the problem of overcapacity in traditional industries,nor it is a simple solution to the problem of unsustainable resource consumption due to resource exhaustion,but a strategic and systematic solution.Our country is in the strategic victory stage of building a moderately prosperous society in an all-round way.Studying the replace old growth drivers with new ones strategies of resource-exhausted cities under the new level is an important guarantee for guiding resource-exhausted cities to quickly realize the of replace old growth drivers with new ones,and is an important strategic support for the comprehensive establishment of a harmonious society.As a resource-exhausted city,the realization of the replace old growth drivers with new ones is not only an implementation of national policies and local practices,but also an urgent and important task that meets the needs of local development.Research on the replace old growth drivers with new ones strategies in City X is of great significance for promoting the process of replacing old growth drivers with new ones in City X.Based on the innovation theory,government intervention theory and industrial upgrading theory,this paper puts forward some development countermeasures and suggestions,such as emancipating the mind,establishing the legal thinking,optimizing the better environment and improving the income distribution system.It provides a theoretical and practical reference for the transformation of new and old driving forces of resource exhausted cities.
