The low-slop mountains and hilly resource development Planning is special planunder the command of the land use overall planning, is one of the most effective measuresto optimize the layout of construction land and reducing land occupied by the urbandevelopment of the surrounding high-quality arable land, to ensure the number of basicfarmland and arable land are not reduced, without reducing the qualities; It’s an importantmeans that ease the contradiction between the urban development and protect arable land,economical and intensive land. Therefore, that carring out the construction of low hillyland suitability evaluation study has important theoretical and practical significance for therational assessment of low-slop mountains and hilly wasteland and other unused land,construction land development feasibility and conduct the low-slop mountains and hillyresource development planning.This article through research methods of combination of the the theoretical andempirical phase, basing on the research of the of low hilly woodland the domestic andabroad resources the development and utilization the status as well as related basis oftheoretical analysis,build a evaluation index system of from the of natural,economic,social and other aspects and evaluate the hilly slope construction land suitability level ofdevelopment, and analysis potential and partition combination of Fuzhou City empiricalanalysis for the study under the command of the Analytic Hierarchy Process and fuzzycomprehensive evaluation model.The main contents are as follows:(1) Introduction. Begins discusses the research background, purpose and meaning,and systematic analysis of the low-slop mountains and hilly resources the domestic andabroad to take advantage of the research progress made in research papers, researchmethods and technology routes.(2) Theoretical studies. Theoretical basis of suitability evaluation should be built onthe low-slop mountains and hilly resources were described in detail, including relatedconcepts, theories, principles and evaluation methods.(3) Suitability evaluation index system research. Focuses on evaluation process of thelow-slop mountains and hilly should be built, analysis the evaluation influencing factorsaccording to the characteristics of the low-slop mountains and hilly land and build aMulti-factor index system and fuzzy comprehensive evaluation model. (4) Case study. Taking Fuzhou City as a case for study, launch urban and ruralconstruction land demand analysis, get involved factors taking full account of the geology,topography, location selected on the basis of influencing factors conditions, buildingconstruction land suitability evaluation index system. determine the weight of involvedfactors for using Analytic Hierarchy Process, use of fuzzy comprehensive evaluationmodel to evaluate the suitability of the low-slop mountains and hilly land in the area ofconstruction land development classification. Their evaluation results should be built intofour levels: the suitable degree, the more appropriate degree, the bascial degree andunsuitable degree, the theoretical potential numbers of Fuzhou City the low-slop mountainsand hilly wasteland and other unused land should be built have5878.88ha, and realisticpotential area have2558.27ha through multi-factor integrated potential estimates, usingsocio-economic indicators for the theoretical potential factor correction. The results showthat:the more appropriate degree land area account for50.46%of the total area of theappropriate building sites, the bascial degree land area account for14.24%included in thelow-slop mountains and hilly wasteland and other unused land areas, development andutilization have huge potential areas and divides the potential partition into prioritydevelopment zones and key development zones according to system clustering method,describes the characteristics of the distriction, and takes some suggestions for future thelow-slop mountains and hilly lands construction development.(5) Conclusion and discussion. The main findings of this paper gives a brief summaryand conclusion, and study problems are analyzed.
