Benefits Evaluation Of Different Spatial Scales Land Reclamation Planning In Hilly Areas

There is a predominant policy environment for promoting the land consolidation when it steps up to the great strategic deployment at national level. The state pays close attention to the land consolidation for its vital effects on protection of national food security, building of the new country, and harmonious development for urban and rural areas so that supports rural land consolidation fully. The file,"The decision of the CPC Central Committee on rural reform and development of a number of major issues" by the Third Plenary Session of the17th Central Committee, showed that:"A large scale of land remediation should be implemented which needs the sound plan, overall arrangements and contiguous promoting." A further emphasis on land consolidation was demonstrated by "The12th five-year plan for national economic and social development program" that:The protection of arable land shoud be executed strictly, the rural land consolidation and reclamation shoud be accelerated, the field construction of irrigation and water conservancy facilities shoud be strengthened, the quality of low-yielding fields should be promoted, and the high quality farmland should be constructed at large-scale. Constructing of the high quality basic farmland is not only an innovation of farmland-protection system in the new situation, but also an essential way to transform the pattern of protecting farmland from assuring the quantity to assuring both the quantity and quality. Considering these, it is a good time to promote land rectification vigorously. The benefit evaluation of land comprehensive improvement related to the economic, social and ecological benefits of the land remediation. To measure comprehensive benefit effectively, this study used the analysis methods of quantitative and qualitative to build a judgment matrix, determine the weight with the AHP, and evaluate the comprehensive benefits of land consolidation planning on different scales. Through the analysis of benefits and influencing factors in comprehensive land reclamation planning on three scales, Chongqing City, Tongnan County and Chongkan town, this study gets the following conclusions:(1) We chose the dynamic form as evaluation index, it’s better to reflect the actual benefit for land renovation planning in different scales.This paper focuses on the relative growth rate or value-added of the index is constructed, consisted of4economic benefit indicators,4social benefit indexes and4ecological indicators of land consolidation benefit evaluation index system. That is comprehensive benefits of land consolidation planning for comparison of different scales makes the index of different scale comparable. All the indexes by using dynamic index form contrasts around the planning, it’s better to reflect the actual benefits.(2) The analytic hierarchy process method is used to determine the weight of each index for the factors affecting land renovation planning in different scales.The single benefits weight of the comprehensive benefits in different scales is determined by the AHP method, which is conducive to clear the focus of all levels of scale. According to the comprehensive weight and its’ important order of each index effect on the target layer, the primary factor can be considered at all levels of land renovation plan when the choice.(3) Integrating positioning of the remediational area could help to define the goals and direction of the different scale land remediation planning.In accordance with the positioning of each scale remediation area, the comprehensive land consolidation planning of different scales is in order to determine the appropriate land remediation objectives and directions, which is conducive to the adoption of suitable methods.. According to resource structure and characteristics of the data on the different scales, we combined with resources industry advantages of the local existing or already cultivating, the goal and key points of land remediation planning can be determined.(4) The regularity can be found when you compare the raw data of evaluation index in different scales.It is showed regular changes that the raw data of evaluation index in different scales was comparison. That can be classified into two categories:①The index value increased with the planning scale smaller. That means the impact of these indicators expressed as the town>the county>the city scale by comprehensive land remediation planning.②With the planning of smaller scale, index values decreases. That means the impact of these indicators expressed as the city> the county>the town scale by comprehensive land remediation planning.(5) Comprehensive benefits are usually valued differently in land remediation planning of different scales. There are differences on single benefit of land consolidation planning of different scales and between the each benefit evaluation value of the same scale.According to the score of comprehensive benefits of different scale:①Comprehensive benefits: the town>the city>the county scale, which means Comprehensive benefits in the town scale is higher than that of urban scale and scale by land consolidation planning.②Single benefit: Economic benefits:the city>the town>the county scale; social benefits:the town>the city>the county scale; ecological benefits:the town> the county>the city scale.③The single benefit in the same scale:The most economic benefits and the minimum ecological benefits in the city scale; The most ecological benefits in the county and the town scale; The comprehensive evaluation of social benefit in different scales are relatively high.
